地方政府土地出让行为中的官员个人效应

Officials’ individual effect on local government land transfer behavior

摘要:

在中国,官员的治理水平是理解地方经济发展的一个重要视角,而土地出让是地方政府推动经济发展的重要政策工具。将两者放在同一视域中加以考察,研究官员对地方政府土地出让行为的影响,有利于从“人本”视角深化对地方政府土地出让行为形成机理的认识。本文利用官员交流网络选择并构建样本数据集,采用城市—时间—官员的“三维”固定效应模型分离出地方政府土地出让行为中的官员个人效应,并基于官员特征视角分析了官员个人效应的形成机制。结果发现:①官员个人效应是地方政府土地出让行为形成机理中重要的、富有差异的影响因素;②官员学历、平均任期长度、国土系统工作经历对地方政府土地出让行为具有全局影响。在控制其他影响因素的情况下,学历高、平均任期长、具有国土系统工作经历的官员更倾向于抑制土地出让总量、压低住宅用地出让价格以及提升工业用地出让价格;③官员基层、高层党委政府的工作经历对地方政府土地出让行为具有差异性的局部影响。在控制其他影响因素的情况下,垂直交流官员更倾向于增加土地出让总量,从基层提拔的官员更倾向于推升住宅用地出让价格及压低工业用地出让价格。应注意不同特征的官员在地方政府土地出让行为中体现出的差异化的个人效应,从“人本”视角出发,可以通过适当的安排,发挥官员个人效应,促进地方政府土地出让行为调控目标的实现。

Abstract:

In China, the governance capacity of government officials is an important perspective to understand the development of local economy. Meanwhile, land transfer is an important policy tool for local governments to promote economic development. Analyzing the influence of officials on local government land transfer behavior is helpful for deepening the understanding of the formation mechanism of local government land transfer behavior from the people-oriented perspective. In this study, the government official exchange network was used to build a sample data set, and the three-dimensional fixed effect model of city-time-official was used to separate the officials’ individual effect from the local government land transfer behavior, and the formation mechanism of officials’ individual effect was analyzed from the perspective of personal characteristics. The results show that: (1) Government officials’ individual effect is an important factor in the formation of local government land transfer behavior; (2) Officials’ educational background, average length of tenure, and working experience in land management system have an overall influence on the land transfer behavior of local governments. Provided that other conditions are invariant, the well-educated officials with long tenure and working experience in land management system tend to restrain the total amount of land transfer and the price of residential land, and push up the price of industrial land; (3) Officials’ working experience at the grass-roots level or high-level governments has a different partial influence on the land transfer behavior of local governments. Provided that other conditions are equal, compared with other officials, those from high-level governments tend to increase the total amount of land transfer, and those promoted from the grass-roots level of governments prefer to push up the residential land price and lower the price of industrial land. In conclusion, the government should pay attention to the different individual effects of government officials with different characteristics in local government land transfer behavior, a people-oriented perspective should be adopted in developing appropriate policy arrangements, and individual effect of officials should be given full play in order to accomplish the goal of regulating local government land transfer behavior.
