资源支持视角下关系网络对农户土地流转的影响——以黄河流域为例

Influence of the relationship network on the land transfer of farming households from the perspective of resource support: An example from the Yellow River Basin

摘要:

分析提供不同资源支持关系网络对农户土地流转影响,可为政府完善土地流转支持政策提供决策参考。本文基于资源支持视角测度关系网络,利用黄河流域1908份农户数据建立Double Hurdle模型,实证分析关系网络对农户土地流转影响。结果发现:①提供不同资源支持的关系网络对黄河流域中上游地区农户土地流转概率及规模的影响存在显著差异。对农户土地流入而言:资金支持型关系网络每增加1单位,流入概率提升22.14%,信息支持型关系网络每增加1单位,流入规模扩大9.92%,劳动支持型关系网络作用不显著;对农户土地流出而言:劳动支持型关系网络每增加1单位,流出概率下降56.52%,信息支持型关系网络每增加1单位,流出概率上升0.91%、流出规模扩大1.95%,资金支持型关系网络作用不显著。②关系网络对黄河流域上游农户、中游农户土地流转的影响具有异质性。资金支持型关系网络仅正向影响中游农户土地流入概率;劳动支持型关系网络仅负向影响上游农户土地流出概率;信息支持型关系网络正向影响上游农户土地流出概率与规模,正向影响上游和中游农户土地流入规模。鉴于此,政府应重视区域差异,通过政策强化关系网络对农户土地流转的资源支持作用,并加大对农户土地流转资金、信息等资源的支持力度。

Abstract:

This study analyzed the impacts of different functional relationship networks on the land transfer of farming households and provided some reference for the decision making of the government to improve policies that promote land circulation. Based on the perspective of resource support, this study measured the relationship networks, and used the data of 1908 farming households in the Yellow River Basin and a Double Hurdle Model to empirically analyze the impact of the relationship networks on the land transfer of farming households. The results are as follows. (1) There are significant differences in the impact of the relationship network that provides different resource support on the land transfer probability and scale of farmers in the middle and upper reaches of the Yellow River Basin. The increase of one unit of capital support relationship network can increase the probability of farming household land inflow by 22.14%. The increase of one unit of information support relationship network can expand the scale of farming household land inflow by 9.92%. The effect of labor support relationship network on farming household land inflow is not significant. The increase of one unit of labor support relationship network can reduce the probability of farming household land outflow by 56.52%. The increase of one unit of information support relationship network can increase the probability of farming household land outflow by 0.91% and expand the scale of land outflow by 1.95%. The impact of capital support relationship network on farming household land outflow is not significant. (2) The impact of relationship networks on the land transfer of farming households in the upper and middle reaches of the Yellow River Basin is heterogeneous. Capital support relationship network can only positively affect the land inflow of farming households in the middle reaches of the basin. Labor support relationship network can only negatively affect the land outflow of farming households in the upstream areas. Information support relationship network also positively affects the occurrence and scale of land outflow of farming households in the upstream areas, but only has a positive impact on the scale of land inflow of farming households in the upper and middle reaches of the basin. In view of these results, the government should pay attention to regional differences, strengthen the resource support role of relationship networks on farming household land transfer through appropriate policies, and and increase the support for farmers' land transfer funds, information and other re and increase the support for farmers' land transfer funds, information and other resources.
