社会互动、互联网使用对农村居民生活垃圾分类意愿的影响

The impact of social interaction and Internet use on rural residents’ willingness to sort domestic waste

摘要:

改善农村环境已成为实现乡村振兴的重要支撑,调动农村居民个体参与意愿是提升农村环境整体治理水平的有力抓手。本文以农村生活垃圾分类治理为例,基于中国劳动力动态调查数据(CLDS),通过构建Manski互动效应模型和递归双变量Probit(RBP)模型,实证检验社会互动、互联网使用对居民生活垃圾分类意愿的影响,旨在为推动农村环境治理工作提供经验证据。研究发现:①农村居民生活垃圾分类意愿具有明显的社会互动效应,社区内生互动效应对生活垃圾分类意愿具有显著正向影响;②互联网使用对生活垃圾分类意愿具有显著正向影响,考虑个体选择性偏误后结果依然稳健,移动互联网成为推动生活垃圾分类的主要互联网连通渠道;③互联网使用在削弱社会互动对个体生活垃圾分类意愿正向影响的同时,对个体生活垃圾分类意愿发挥促进效应,整体上削弱效应大于促进效应,但不同区域存在明显差异;④社会互动、互联网使用及其交互作用对农村居民生活垃圾分类意愿影响在性别及互联网连通渠道方面存在明显差异。为此,提出了加强社区营造建设,激发农村居民参与环境治理的内生动力;加强移动互联网应用,提升农村环境数字治理能力;加强农村环境治理创新能力,提升农村环境治理效能等对策建议。

Abstract:

The comprehensive promotion of waste classification is an important path to achieve waste reduction and resource utilization, and improving rural environment livability is an important part of realizing the comprehensive revitalization of the rural areas. Based on the China Labor-force Dynamic Survey (CLDS) data, this study constructed a Manski interaction effect model and a recursive bivariate Probit (RBP) model to empirically test the impact of social interaction and Internet use on rural residents’ willingness to sort domestic waste and its mechanism, in order to promote waste management in rural areas. This study found that: rural domestic waste classification willingness shows obvious social interaction effects, and community endogenous interactions have a significant positive impact on waste classification willingness. The use of the Internet has a significant positive impact on the willingness to sort domestic waste, the results are still stable after considering individual selection bias, and mobile Internet access has become the main Internet connection channel for promoting waste classification. The interactions between social interaction and the use of the Internet has a significant impact on the willingness to sort domestic waste, and the use of the Internet weakens the overall effect on the willingness to sort domestic waste. The impact of social interaction, Internet use, and their interactions on the willingness of rural residents to sort domestic waste is significantly different in terms of gender, region, and Internet connection channels. To this end, it is recommended to promote community building and increase the willingness of rural community residents to spontaneously manage waste sorting; promote the popularization of the Internet and strengthen digital waste sorting management; and take rural revitalization and environment livability improvement as the theoretical guide to promote waste sorting and improve the level of rural environmental governance.
