环境规制对海水养殖绿色水平的影响及机制

Influence of environmental regulations on green level of mariculture and its mechanism

摘要:

中国传统海水养殖仍未从根本上减轻对资源环境的依赖,已成为制约其绿色发展的突出短板。环境规制是实现海水养殖发展与环境保护协同共进的核心工具。本文构建异质性环境规制博弈模型并提出研究假说,采用PSR-ANP方法测度海水养殖绿色水平。在此基础上,选取沿海地区2008—2019年省级面板数据,利用动态空间杜宾模型实证检验环境规制对海水养殖绿色水平的影响及其作用机制。研究发现:①环境规制对海水养殖绿色水平产生显著正向影响,该结论经过一系列稳健性与内生性检验后依然成立。②不同规制工具的作用方式不同,命令型环境规制为立竿见影的治标之策,市场型环境规制为润物无声的治本之策,2种规制方式恰当组合实施方能标本兼治。③从时空效应来看,环境规制的长期效应大于短期效应,间接效应大于直接效应。④环境规制通过压力减缓机制、状态调整机制与响应提升机制作用于海水养殖绿色水平,当前中国海水养殖的响应提升机制尚不健全。研究结果可为政府合理选择环境规制类型,科学设定环境规制强度提供参考依据。

Abstract:

Traditional Chinese mariculture has not fundamentally reduced its dependence on resources and environment, which has become a prominent shortcoming that restricts its green development. Environmental regulation is an important tool to realize the synergy between mariculture development and environmental protection. In this study, a game model of heterogeneous environmental regulation was constructed and a research hypothesis was put forward. The pressure-state-response and analysis of net process (PSR-ANP) method was used to measure the green level of mariculture. On this basis, the provincial panel data of China’s coastal areas from 2008 to 2019 were selected, and the dynamic spatial Durbin model was used to empirically test the impact of environmental regulation on the green level of mariculture and its mechanism. The findings are as follows: (1) Environmental regulation has a significant positive impact on the green level of mariculture, which is still valid after a series of robustness and endogeneity tests. (2) Different regulatory tools have varied functioning patterns. Command-and-control environmental regulation has immediate policy impacts but often fails to address the fundamental problems, while market-based environmental regulation is a type of fundamental policy that works well in the long run. Only when the two regulatory tools are properly combined and implemented can both the symptoms and root causes be addressed. (3) From the perspective of spatial and temporal effects, the long-term effect of environmental regulation is greater than the short-term effect, and the indirect effect is greater than the direct effect. (4) Through the pressure relief mechanism, state adjustment mechanism, and response promotion mechanism, environmental regulation can mediate the mariculture green level. Currently, the response promotion mechanism of mariculture in China is still deficient. The research results can provide references for the government to choose the type of environmental regulation and scientifically determine the intensity of environmental regulation.
