摘要:
“三权分置”制度改革打破旧有宅基地制度壁垒,并与乡村振兴、新型城镇化战略互为起承,放活宅基地使用权有助于盘活乡村沉睡资产;在“三权分置”制度逻辑下实现宅基地使用权资本化是加速建立城乡统一建设用地市场、全面提升乡村聚落功能和实现乡村多元主体利益共享的重要手段。本文运用时间序列法梳理了宅基地改革阶段与产权细分过程,明晰宅基地属性外延,分析宅基地资源资产化与资产资本化的内在机制;从宅基地“三权分置”制度的缘起和内涵解析、制度的外部环境、制度的多元主体和制度的绩效4个维度,解构农村宅基地“三权分置”制度逻辑;梳理“三权分置”制度下宅基地使用权资本化的选择逻辑和现实困境,提出了宅基地使用权的资本化路径。宅基地使用权的资本化需要匹配不同地域乡村的不同发展阶段,才能真正提升农村社会经济效益与发展活力。
