供需匹配视角下土地利用空间均衡的理论分析与状态评价——以江苏省为例

Land use spatial equilibrium from the perspective of supply and demand matching: A case study of Jiangsu Province

摘要:

基于对土地利用空间均衡的内涵界定与理论分析,探究土地供给能力与需求强度随着开发价格与数量变动的演化规律。以江苏省为例,解析土地供给能力与需求强度的空间匹配关系,判断土地利用空间均衡状态,为合理评价土地利用过程、制定管理政策提供科学支撑。结果表明:①江苏土地供给能力指数均值为0.571,处于较高水平,空间上呈现中部高、南北低的格局;土地需求强度指数均值仅为0.255,地区南北之间分异明显,呈现苏南>苏中>苏北的结构特征。②土地、水等资源保障指数对需求强度变化具有显著正相关,而与环境质量指数呈负相关关系,制约土地资源的空间开发。③空间上,对土地供给能力与需求强度进行耦合匹配,各类型区(需求不足、过度开发、空间均衡等)并存。其中,土地需求不足区为地区主体,集中分布在苏北、苏中的南通诸县市;过度开发区集中在苏南的城市中心区,对土地资源需求强烈,已超资源环境承载和土地供给能力上限。通过经济要素、常住人口、建设用地的合理配置,强化水、土资源保障与生态环境保护,合理匹配土地供需,成为土地开发由空间失衡转向均衡的关键途径。

Abstract:

Based on the relevant theories of economics, this study analyzed the spatial equilibrium of land use, and explored the changes of land supply capacity and land demand intensity along with the changes of land price and development. Taking Jiangsu Province as an example, this study analyzed the spatial matching relationship between land supply capacity and demand intensity, and assessed the spatial equilibrium status of each evaluation unit. The results show that Jiangsu Province has a high level of land supply capacity, with an average index of 0.571, showing a spatial pattern of high in central Jiangsu and low in northern and southern Jiangsu. However, the average value of land demand intensity index is only 0.255, and the spatial differences between northern and southern Jiangsu are significant, showing the structural characteristics of southern > central > northern Jiangsu as a whole. The impact of land and water resources on land demand intensity is significantly positive, while the environmental quality is negatively correlated, which has a significant restrictive effect on land development. By spatially matching the land supply capacity and demand intensity, we identified the patterns of insufficient demand, excessive development, and spatial balance. Insufficient land demand exists in the main part of the region and is concentrated in the counties and cities in the northern and central parts of Jiangsu Province. Excessive development is concentrated in the urban development centers of southern Jiangsu, where the land use demand intensity is high and exceeds the upper limit of resources and environment carrying capacity and land supply capacity. We should rationally allocate economic factors, resident population, and construction land, coordinate the supporting conditions of water and soil resources, strengthen the protection of ecological environment, overcome the constraints of disasters, and coordinate the intensity of land supply and demand. These measures will become an important way for land use to change from spatial imbalance to equilibrium.
