摘要:

在缺乏外部激励和经济补偿的情况下,稳定的土地产权是农户保护耕地质量的基础。目前国内外已积累了一定数量的研究成果,为找寻相关研究的一般性结论并为后续研究提供思路,本文采用归纳总结法和文献分析法,梳理了国内外相关研究的完整脉络,主要结论如下:①土地产权稳定性的内涵和外延随各国产权实践和土地市场发育程度不同而有所差异,中国“三权分置”下既包含非自愿的土地调整,也包含自愿的权利调整;②根据影响机理分析可知,信贷供给、技术或服务约束是制约土地产权在实际中发挥耕地质量保护效应的潜在调节因素;③ 82.5%的样本文献支持稳定的土地产权能促进农户保护耕地质量的结论,但当土地产权涉及农户的租赁行为时,可能出现反向或不显著关系;④关键自变量个数、研究区域差异导致研究结果不能收敛。基于现有研究进展,未来的研究需注重特殊性研究,中国情境下需结合农艺实践拓展不同耕地质量保护行为的研究、探索承包权和经营权流转所产生的地权稳定问题及其耕地质量保护效应。

Abstract:

In the absence of external incentives and economic compensation, stable land tenure is the basis for farmers to protect the ecological environment of cultivated land. At present, research on the impact of land tenure security on farmers’ land improvement behaviors has been conducted both in China and internationally. In order to identify general conclusions of relevant research and provide thoughts for follow-up research, this study used literature analysis to examine the existing literature. The main conclusions are as follows: (1) The connotation and extension of land tenure security vary with the practice of property rights and the development of land market in different countries. Under the “separation of powers” in China, both involuntary land adjustment and voluntary transfer of rights are involved. (2) Based on the analysis of the mechanism of impact, credit supply and technological and service constraints are the potential regulating factors that restrict the influence of land tenure in promoting land improvement in practice. (3) Of the sample literature, 82.5% supports the conclusion that stable land tenure can promote the improvement of cultivated land. But when land tenure involves the leasing of cultivated land by farmers, there may be a reversed or nonsignificant relationship. (4) The number of the key independent variables and the difference of the research area lead to the inconvergence of the research results. Based on the current research progress, future research needs to pay attention to specific local situations. In the context of China, it is necessary to combine the practice of agronomy to expand the research on different land-improving behaviors. The stability of land rights caused by the transfer of contract right and management right and the protection effect of cultivated land also need to be considered.
