生态文明建设与资源循环利用耦合关系

摘要:

中国在资源、环境的约束下实现经济社会的发展,降低资源消耗,提高资源利用率是实现生态文明建设的重要策略之一,探索资源循环利用与生态文明建设的耦合关系对资源生命周期内的环境治理和绿色发展具有重要意义。根据资源循环利用与生态文明建设系统耦合机理,基于物质流分析方法和绿色发展指标构建两系统的评价指标体系,并运用耦合协调度模型,分析中国2007—2017年两系统综合发展水平以及耦合协调程度。结果表明:①资源循环利用综合发展评价指数先降低后增长,2015年受国内外政策、市场环境影响达到峰值,生态文明建设综合发展评价指数呈上升趋势,政策作用效果显著,环境治理成效明显;②两系统的耦合协调优化趋势不明显,分为2007—2010年的耦合改善阶段、2011—2014年的耦合降低和2015—2017年的耦合改善阶段,主要影响因素是资源循环利用中资源的高投入、废弃物的高排放以及低水平的资源循环。应从控制资源投入和废物排放量的层面完善资源全生命周期过程中的相关法律制度,加强节约集约利用资源,规范资源在生产系统和生活系统中的流动,进一步采取协调两系统的措施强化两者的耦合关系。

Abstract:

: To achieve stable economic and social development under the current resource constraints, China must reduce resource consumption and increase resource use efficiency. As the core of a circular economy, resource recycling is closely related to the construction of ecological civilization. Exploring the coupling relationship between resource recycling and ecological civilization construction is of great significance for environmental governance in the resource life cycle and for green development. Based on the material flow analysis method and green development index, this study constructed an evaluation index system of the two systems, then used a coupling and coordination model to analyze the integration of the two systems in China from 2007 to 2017. The results show that: (1) The comprehensive development evaluation index of resource recycling first decreased and then increased during the study period, and the comprehensive development evaluation index of ecological civilization construction showed an upward trend; (2) The coupling and coordination and optimization of the two systems are not obvious, and the main influencing factors are resource input, waste production, and the low-level resource recycling. It is necessary to improve the relevant legal systems in the whole life cycle of resources from the level of controlling resource input and waste discharge, strengthen the conservation and intensive use of resources, regulate the flow of resources in the production system and the living system. Taking measures for coordinating the two systems and strengthen their coupling relationship.
