“流空间”视角下高铁对城市土地利用的影响——基于DPSIR-PLS模型分析

Effects of high-speed rail on urban land use from the perspective of “space of flows”:An analysis based on DPSIR-PLS model

摘要:

在“流空间”视角下,结合DPSIR概念模型与PLS-SEM结构方程模型构建高铁对城市土地利用影响的解释框架,解析高铁对城市土地利用的影响机理与作用路径。研究发现:高铁影响城市土地利用的关键路径是“高铁—生产要素—土地利用状态—土地利用综合效益—地方政府响应”,即高铁通过作用于各项生产要素改变城市土地利用状态,影响土地利用综合效益并推动地方政府采取相应响应措施。以站点数量、线路数量及总里程为表征的高铁因子与包括人、土地、资金及技术等在内的各类生产要素之间呈显著正相关;生产要素对城市土地利用状态以及土地利用综合效益均有正向影响;土地利用综合效益正向促进地方政府积极响应;而土地利用状态对土地效益并无显著作用。基于此,在未来高铁建设与城市发展过程中,应发挥高铁在要素配置上的正向效应,以高铁建设为契机优化城市土地利用格局,推动土地利用综合效益提升,并辅以各项激励措施,实现城市土地利用系统优化目标。

Abstract:

The purpose of this study is to analyze the mechanisms and pathways of impact of high-speed rail on urban land use, using the DPSIR (driving forces, pressures, state, impact, responses) conceptual model and PLS-SEM (partial least squares structural equation modeling). The aim is to construct an interpretive framework of the impact of high-speed railway on urban land use from the perspective of “space of flows” It is found that the key pathway of high-speed railway affecting urban land use is “high-speed railway-production factors-land use state-land use comprehensive benefits-local government response.” High-speed railway can change urban land use status, affect the comprehensive benefits of land use, and compel the local government to take corresponding measures through various production factors. The high-speed railway factor represented by the number of stations, the number of routes, and the total mileage is positively correlated with all kinds of production factors, including people, land, capital, and technology. Production factors can exert positive effects on both urban land use status and land use comprehensive benefits. The comprehensive benefits of land use positively stimulate local governments, while land use status has no significant effect on land use efficiency. Therefore, in the future construction of high-speed rail and urban development process, the positive effect of high-speed railway should be brought into play. The government can take high-speed railway development as an opportunity to optimize the urban land use pattern and promote the comprehensive benefits of land use through various incentive measures, thus realizing the optimization of urban land use systems.
