摘要:
目前,中国的流域水资源配置主要基于集体理性假设,从水资源单一决策主体的角度出发,追求流域利益最大化,由于未能充分考虑各用水主体的协商意愿和利益诉求,容易使得用水主体对配水方案的满意程度不高,方案执行阻力较大。为此,本文定义了用水主体满意度,来衡量用水主体对水资源配置方案的满意程度,在此基础上,提出了用水主体满意度原则,并将其数学量化为最低满意度函数和差异满意度函数,为用水主体参与水资源配置决策提供协商渠道。最后,结合水资源分配基本原则和用水主体满意度原则,构建了流域水资源优化配置模型,并进行了算例验证。结果表明,①所建模型符合流域水资源配置的公平性原则;②各区域对于分水方案的满意度水平与自身决策权重存在正相关匹配关系;③最低满意度设置较低时,流域水资源管理者更侧重于分水活动的高效性;反之,更侧重于分水活动的公平性。
