京津冀经济活动隐含的碳排放转移——基于多区域投入产出模型的分析

Carbon dioxide emission transfers embodied in interregional economic activities in Beijing-Tianjin-Hebei according to multiregional input-output model

摘要:

随着京津冀协同发展战略的实施,区域之间经济往来更加密切,由此造成的隐含CO2排放转移日益频繁,不利于区域公平及有效地分摊碳减排责任。本文在编制最新年份(2012年)的区域间投入产出表的基础上,构建多区域投入产出模型,分析了京津冀区域经济活动隐含的CO2排放转移特点。结果表明:①2012年,京津冀对其他区域的CO2排放转移,比其他区域对京津冀的转移高出4350.52万t,这主要隐含于除采选业以外工业部门的终端产品转移;②京津冀区域内部,北京和天津分别向河北净转移449.75万t和88.46万t CO2排放,这主要隐含于冶金业和非金属矿物制品等高耗能部门的中间产品往来。鉴此,建议加强京津冀,尤其是高耗能工业部门的协作,提升区域整体节能减排效率。

Abstract:

With the implementation of a collaborative development strategy in the Beijing-Tianjin-Hebei region,interregional economic exchange is becoming closer. That causes the transfer of CO2 emissions and has a significant effect on fair and effective allocation of carbon reduction responsibility. Here,the multiregional input-output (MRIO)table for the Beijing-Tianjin-Hebei region for 2012 is compiled. Then,the MRIO model is constructed to analyze CO2 emission transfers embodied in economic exchange in the Beijing-Tianjin-Hebei region. We found that in 2012,CO2 emission transfer from Beijing-Tianjin-Hebei to the rest of China is 43.51 million tons higher than that from the rest of China to Beijing-Tianjin-Hebei,and it is mainly embodied in the final product exchange in industrial sectors rather than mining and processing. Within the Beijing-Tianjin-Hebei region,the net amounts of CO2 emissions transfer from Beijing and Tianjin to Hebei are 4.50 million tons and 0.88 million tons respectively,and it is mainly embodied in intermediate product exchange in high energy-consuming sectors,such as smelting and pressing of metals and manufacture of non-metallic mineral products. Based on these results,we propose that the collaboration between Beijing, Tianjin and Hebei, especially in the high energy-consuming sectors, should be strengthened to improve the overall efficiency of energy conservation and carbon reduction in Beijing-Tianjin-Hebei.
