京津冀区域间产业转移对能源消费碳排放强度的影响

The impact of interregional transfer of industries on carbon emission intensity of energy consumption in Beijing-Tianjin-Hebei

摘要:

京津冀协同发展背景下,区域间产业转移频繁,其中隐含着经济与能源碳排放的流动,从而影响区域碳排放强度。本文运用区域间投入产出方法,定量测度了2012年京津冀区域间产业转移及其对能源消费碳排放强度的影响效应。得出以下结论:①在产业转移与碳排放转移两方面,北京均是净承接地,天津均是净转出地,河北则是产业转移的净转出地和碳排放的净承接地;②与假设不发生产业转移的情况相比,区域间产业转移促使京津冀地区经济增长1418.00亿元,碳排放量增加3255.79万t,平均碳排放强度上升0.29t/万元;③产业转移对不同区域的具体影响效应不同,对北京和天津的碳排放强度下降具有正向影响,但不利于河北。因此,京津冀产业转移应充分发挥三地比较优势,优化配置产业承接与转出,并且在分享产业协同收益的同时,应共担节能减排责任。

Abstract:

Under the background of collaborative development of Beijing-Tianjin-Hebei, interregional transfer of industries embodies the flow of economic and energy carbon emissions. Thus the interregional transfer of industries has an impact on the carbon emission intensity of energy consumption. Using the multi-regional input-output method,we measured the amount of interregional transfer of industries in Beijing-Tianjin-Hebei and is effects on the carbon intensity of energy consumption in 2012. We found that the regional transfer of industries promoted economic growth of the Beijing-Tianjin-Hebei region,and growth in 2012 was 14.18 billion CNY. The regional carbon emissions increased 32.56 million tons. Thus,the interregional transfer of industries in the Beijing-Tianjin-Hebei region resulted in an increase in regional average carbon intensity of 0.29 t/104 CNY. However,the effect of industrial transfer between different regions on energy consumption is different. For example,the transfer of industries from Beijing to Tianjin and Hebei are mainly concentrated in the service sectors,and have a positive effect on reducing the carbon emission intensity of energy consumption. However,Hebei has undertaken a large number of high energy consuming industries,such as metal smelting and rolling processing and other departments,which are not conducive to reductions in carbon emission intensity. Therefore,under the guidance of the 2020 goal of controlling greenhouse gas emissions and the strategy of industrial cooperation development,interregional transfer of industries in Beijing-Tianjin-Hebei should give full play to the comparative advantages of the three places,and optimize the allocation of transfer-in and transfer-out. While sharing industrial synergy income,these three places should share the responsibility of energy conservation and emission reduction.
